The deployment checkpoint records 25 million ZQTRA across five EVM networks, with 5 million genesis on each. A further 5 million remains unminted and unallocated under the retained 30 million allocation policy. That policy is not an immutable aggregate contract cap. Cross-chain delivery must conserve issued supply, including in-flight amounts. Initial allocations are not permanent per-network caps.
